a loan in London were to be unfavourable at a
time when it was necessary to repay such advances,

Treasury in the form of an advance to the Hong Kong
Government provided for on Colonial office votes.
You will doubtless keep the Crown Agents informed
as to the advances required from the Joint colonial
Fund from time to time on the above basis.
